Update to vp-1.18.0 pdk templates

These are the changes brought by pdk 1.18.0 and the associated templates. I also removed the .ruby-version file as it does not work well with pdk since ruby changes with puppet version.

Support the :border style option

Pull Request (PR) description

This lets format print tables with unicode borders. Requires terminal-table gem version 3.x to work correctly.

Will become useful after https://github.com/puppetlabs/bolt/pull/3031 is merged and shipped.
